Government to Introduce Online Recruitment for District Jobs

The Government of Uganda has announced that recruitment for district and city local government jobs will gradually shift to an online system in a move aimed at increasing transparency, reducing corruption and improving efficiency in public service hiring.

The announcement was made by the Minister of Local Government of Uganda Balaam Barugahara Ateenyi, who said the digital recruitment platform forms part of the government’s broader efforts to modernize public administration.

According to the Ministry of Public Service, the new e-recruitment system will allow job applicants to submit applications electronically, upload academic and professional credentials online, and receive updates on their applications digitally throughout the recruitment process.

The platform is also expected to automate the shortlisting process and standardize recruitment procedures across all district and city local governments.

Government officials say one of the key objectives of the reform is to reduce direct interaction between applicants and District Service Commission officials, a process that has long been associated with allegations of bribery, favoritism and recruitment irregularities.

By digitizing recruitment, authorities hope to ensure that public service jobs are awarded on merit while creating a transparent and auditable process.

The reform follows years of concerns raised by Parliament, oversight institutions and anti-corruption agencies over alleged corruption in local government recruitment.

Previous reports have highlighted claims that some job seekers were asked to pay bribes to secure public service positions.

The Ministry of Public Service said the online recruitment initiative is part of Uganda’s wider digital transformation agenda, which seeks to improve service delivery across government institutions.

Officials expect the platform to reduce paperwork; lower administrative costs associated with paper-based applications and provide an electronic audit trail for every recruitment exercise.

The ministry said the system will be rolled out gradually across local governments before becoming the standard platform for recruiting staff at district and city levels.

In his statement, Barugahara said he and State Minister for Gender, Labour and Social Development (Children and Youth Affairs) Justine Kasule Lumumba Nameere would support the implementation of the initiative alongside the Ministry of Public Service and the Head of Public Service.

The government has not yet announced the official launch date of the online recruitment platform but says preparations are underway for its phased implementation nationwide.
