Police Warn School Administrators Against Eating Candidate’s Registration Fees

Police have warned school administrators against allegedly collecting and misusing examination registration fees meant for the Uganda National Examinations Board (UNEB), saying those will be arrested.

The warning was issued by police spokesperson Rusoke kituuma, who said some school officials have been receiving money from candidates or parents for registration but failing to send it to the relevant authority, UNEB.

Authorities expressed concern over repeated complaints that some administrators collect registration funds from students and allegedly divert them for personal use, a practice commonly referred to as “eating the money.”

“To the school administrators, if you receive money from candidates or potential candidates for registration, send it where it is supposed to go, and that is UNEB,” the spokesperson warned.

He added that law enforcement agencies would not hesitate to take action against those found culpable.

“We are tired of incidents where students give you their money and you eat it… We shall arrest you,” he said.

UNEB registration fees are meant to facilitate national examinations, including administrative processing, exam preparation, and candidate enrollment for both primary and secondary level candidates.

Concerns over mismanagement of these funds have previously been raised by education stakeholders, with calls for tighter monitoring of school-level collection systems to protect candidates and ensure accountability.

When registration fees are mismanaged, students risk being locked out of national examinations, a situation that can affect their academic progression and future opportunities.

Education officials have in the past emphasized that all candidates must be properly registered through official UNEB systems and that schools act only as collection and facilitation points, not final recipients of the funds.

Police say they are stepping up monitoring and enforcement in the education sector to curb financial malpractice and ensure transparency in handling candidate-related funds.

They urged school administrators to comply with established procedures and ensure all collected registration fees are promptly submitted to UNEB.
