Nakawa Institute Accountant Remanded Over Forged Academic Papers /courtesy photo

Kampala, Uganda – Samuel Wampero, an accountant at Nakawa Vocational Training Institute was arraigned today before the Buganda Road Chief Magistrate’s Court on grave charges of forgery and uttering false academic documents.

According to the State House Anti-Corruption Unit, the accused allegedly forged UCE and UACE certificates from UNEB along with a diploma and bachelor’s transcripts from MUBS and Kyambogo University, documents he reportedly used to fraudulently land a government job in 2004. Wampero has been remanded to prison until April 22, 2025.

The charges stem from investigations led by the State House Anti-Corruption Unit, the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).

These revealed that Wampero may have spent over two decades in public service on a foundation of fabricated qualifications potentially drawing millions in taxpayer-funded salary and benefits.

“He presented forged academic documents to the Education Service Commission with the intent to deceive and fraudulently secure employment within the Ministry of Education and Sports,” said officials from the Anti-Corruption Unit.

Wampero allegedly forged certificates from UNEB, Uganda’s national examining body for secondary education, as well as higher education transcripts purportedly issued by Kyambogo University and Makerere University Business School (MUBS).

He has reportedly been working for over 20 years within the education sector, entrusted with financial duties despite possibly lacking the qualifications expected of his students.

The revelation has sparked public outrage on social media, with many Ugandans calling for a full audit of education sector employees and questioning how someone with fake documents could bypass vetting systems for so long.

This case is the latest in a string of recent prosecutions under Uganda’s anti-graft drive, spearheaded by Lt. Col. Edith Nakalema’s successor Brig. Gen. Henry Isokeat the State House Anti-Corruption Unit.

Authorities have been particularly aggressive in targeting ghost workers, forged credentials, and abuse of office in government education institutions.

Wampero will remain in custody until April 22, 2025, when court proceedings resume.
