KAMPALA
The High Court is expected to hear a human rights enforcement application today in which the Chief of Defence Forces (CDF), Gen. Muhoozi Kainerugaba, and two other military officers are named as respondents over the alleged abduction of opposition politician Dr. Kizza Besigye and his aide, Hajj Obed Lutale.
The hearing was scheduled by Justice Douglas Singiza Baguma for June 30, 2026, following an application filed by Dr. Besigye seeking enforcement of his constitutional rights.
According to Kira Municipality MP Ibrahim Ssemujju Nganda, the application relates to the alleged abduction of Dr. Besigye and Lutale from Nairobi, Kenya, on November 16, 2024.
In a post on X, Ssemujju claimed that Gen. Muhoozi would appear in court together with two other officers in connection with the case.
Ssemujju further alleged that Gen. Muhoozi orchestrated the abduction of Dr. Besigye’s lead lawyer, Erias Lukwago, who was reportedly preparing to serve court documents in the matter. He also alleged that Kenyan lawyer and former Justice Minister Martha Karua, who had been leading Besigye’s legal team, was deported from Uganda.
Gen. Muhoozi Kainerugaba has not publicly responded to the specific claims contained in the court application.
The case is expected to focus on whether Dr. Besigye’s constitutional rights were violated through his alleged abduction and subsequent detention, as well as the conduct of the state officials named in the application.
The proceedings come amid continued public and legal scrutiny over the handling of Dr. Besigye’s case, which has drawn criticism from opposition leaders, human rights advocates, and legal practitioners.
The outcome of the rights enforcement application could have significant implications for accountability over alleged cross-border security operations and the protection of constitutional rights in Uganda.
