A special meeting of the National Resistance Movement (NRM) Parliamentary Caucus is set to take place on Friday, February 21, 2025, at State House, Entebbe.

The agenda of the meeting is to discuss the proposed amendments of the Uganda People’s Defence Forces (UPDF) Act and budget priorities for the 2025/2026 financial year.

All NRM MPs have been instructed to undergo a mandatory COVID-19 test before attending with screenings scheduled between February 19 and 20 at Parliament.

The meeting chaired by Government Chief Whip Obua Denis Hamson is expected to shape key government policies and funding allocations.

This urgent meeting called by the Government Chief Whip signals an intense political moment within Uganda’s ruling party.

The proposed amendments to the UPDF Act could introduce significant changes in the governance of the military.

With Uganda’s security sector playing a crucial role in national stability any modifications to the law are bound to generate heated debate.

Additionally, the budget priorities for the 2025/2026 financial year will determine funding allocations for key sectors like infrastructure, healthcare, education, and security.

With past budgets facing examinations over excessive allocations to incentives for high-ranking officials at the expense of crucial public services, this meeting is expected to attract significant political and public interest.

Despite the world moving past the peak of the COVID-19 pandemic, the NRM Caucus has made COVID-19 testing mandatory for all attending members.

This requirement has raised questions with some observers believing that the directive could be a veiled effort to screen and potentially sideline select MPs from critical discussions.

The invitation which was copied to President Yoweri Museveni, the Vice President, Prime Minister, and the NRM Secretary General, indicates that the meeting will be attended by the highest-ranking figures in government.

With Museveni’s presence expected, the discussions could go beyond the listed agenda items potentially addressing internal party politics and succession debates.

This meeting will likely influence Uganda’s military policies, national budget, and political direction for the coming year.

As questions linger about governance, corruption, and economic struggles, the NRM Caucus faces immense pressure to justify its priorities.
