Kampala – The Anti-Corruption Unit of State House Uganda, in joint action with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has arraigned Owani Kenneth Allan before the Anti-Corruption Court on serious charges of corruption and conspiracy to defraud.
The arrest of Owani marks yet another significant development in a land scandal that has rocked Lira District, involving high-ranking officials accused of soliciting bribes, abusing their office, and engaging in fraudulent land dealings.
Owani Kenneth Allan now stands alongside two already embattled figures including Paul Chankoma, former Chairperson of the Lira District Land Board and Ojuka Anthony, a district councillor.
The trio allegedly demanded UGX 70 million from one Eryao Francis, a legitimate land buyer, in exchange for using their influence to protect his land title from being revoked.
According to prosecution documents, the accused told Eryao that the land title he had lawfully obtained was fraudulently issued to the former owners. In an apparent shakedown, they claimed they could manipulate the land board’s decision to favor him, for a price.
Eryao, who had purchased the land in good faith, found himself cornered. The accused demanded UGX 70 million but had already received UGX 5 million as a down payment before the matter came to light. That was enough for the law to step in.
The Anti-Corruption Unit, now a feared force in Uganda’s governance landscape, launched a sting operation that ultimately led to the arrests and charges.
The events reportedly took place within Lira District land offices, once again placing the spotlight on local government corruption and the rot within district land boards.
The trio was charged this afternoon in the Anti-Corruption Court, and Owani Kenneth Allan was remanded until June 2, 2025, pending further investigations and court proceedings.
This case is just the latest in a growing list of land-related corruption scandals plaguing Uganda, a country where land is not just property but power, heritage, and livelihood.
