Kampala Lord Mayor Balimwezo Appoints Key Executive Secretaries /courtesy photo

KAMPALA, Uganda

Kampala Lord Mayor Ronald Nsubuga Balimwezo has announced a series of key appointments within the Kampala Capital City Authority (KCCA), naming officials who will oversee finance, physical planning, and social services in the city administration.

Balimwezo appointed Dr. Shamim Nambassa as Executive Secretary for Finance, Godfrey Luyombya as Executive Secretary for Physical Planning and Works, and Dr. Judith Nalukwago as Executive Secretary for Social Services.

The appointments were announced shortly after Balimwezo assumed office as Lord Mayor following his victory in the 2026 elections, where he succeeded long-serving Lord Mayor Erias Lukwago and became the new political head of Uganda’s capital city.

Dr. Shamim Nambassa is a pharmacist, public health advocate, and former Guild President of Makerere University. She gained national prominence through student leadership and later entered elective politics, winning a council position in Kampala. Her appointment places her in charge of finance-related matters within the city administration.

Godfrey Luyombya will oversee Physical Planning and Works, a docket responsible for urban development, infrastructure planning, road works, and city expansion initiatives.

Dr. Judith Nalukwago has been appointed Executive Secretary for Social Services, a portfolio that typically covers public health, education, community welfare, and social development programs.

The appointments represent one of Balimwezo’s first significant administrative decisions since taking office. They come at a time when Kampala continues to grapple with challenges related to infrastructure, urban planning, public service delivery, sanitation, and rapid population growth.

KCCA is the statutory body responsible for managing Kampala City and overseeing its development, service delivery, and administration. The authority was established in 2011 to replace the former Kampala City Council and remains central to the governance of Uganda’s capital.

The newly appointed executive secretaries are expected to support the Lord Mayor and city leadership in implementing policies and addressing Kampala’s pressing urban challenges. Their respective offices will play important roles in budgeting and financial oversight, infrastructure development, and the delivery of social services to city residents.

The appointments also provide an early indication of the leadership team Balimwezo intends to rely on as he begins his tenure at City Hall.

Balimwezo, a former Nakawa Division Mayor and former Member of Parliament for Nakawa East, won the Lord Mayorship in January 2026, ending Erias Lukwago’s 15-year tenure at the helm of Kampala’s political leadership. His administration is expected to focus on improving accountability, infrastructure, service delivery, and urban management within the capital city.

With the latest appointments, Kampala’s new leadership has begun assembling the team that will help steer the city through the next phase of its development agenda.
