President Yoweri Museveni has revealed that the National Resistance Movement voter register boasts of 18.3m members following the recent voter registration exercise as the party rolled out its 2026 general elections roadmap.

Museveni made the statement after chairing the party’s Central Executive Committee meeting at the State House, April 11.

“Despite the gaps (in the registration exercise), a large membership of up to 18.3 has been reported and I think it is a good start to this ongoing process. I thank NRM members for responding to the program,” he stated in a statement on X.

Museveni identified the gaps as criminality of money lenders who take away national identity cards from voters and limited involvement of NRM village chairpersons. He promised that the bottlenecks will be addressed through legislation to boost voter registration exercise.

“There were some gaps in the process, such as the criminality of money lenders who take away national Identity Cards from Ugandans and the limited involvement of NRM village chairpersons and we have agreed to address those, through legislation if necessary and return to the people at an appropriate time,” he noted.

Ahead of the 2021 general elections, NRM claimed 17m voters. However, an internal audit found only 11m voters attributing the difference to ghost voters in the registry.
